The Committee

After the EGM in November 2006 a new committee structure was implemented. A summary of the new structure is in preparation.

Commodore

To ensure that the overall administration of the club’s business matters is carried out in the best interests of the membership and within the aims and goals of the constitution.

To chair the management committee meetings and to advise as appropriate.

To act as representative of the club in matters relating to the sport of sailing.

To interface with the local community and their respective representative bodies.

To provide guidance and assistance to other officers in carrying out their duties.

To promote and develop the club to address the changing needs of the sport and membership.

Vice Commodore

To assist the commodore in his duties and provide support to the other club officers.

Rear Commodore (Sail)

To be the main interface on the management committee on all matters relating sailing within the club, and on sailing throughout the Forth

To represent the club in a sailing capacity at all forums relating to sailing.

To interface with the sports governing bodies and class associations.

To promote sailing at the club and attract new sailing members.

To manage the budgetary requirements for the sailing programme and individual equipment and events.

To ensure that all aspects of sailing in the club are represented through the publicity officer.

To encourage a shore activity which supports the social fabric of the club.

To ensure the sailing programme for each year is compiled and ready for           publication. - in conjunction with the Sailing Secretary.

Rear Commodore (Shore)

To act as the advisor to the management committee on all matters relating to the main structure of the clubhouse and its outbuildings and grounds.

To acquire and submit financial quotations for repair, development and renewals.

To advise on conformance and safety within the grounds and buildings.

To advise on budgetary spend for major maintenance each year.

Rear Commodore (Social)

To represent the interests of the Social and Sailing members of the club on all matters relating to the development and use of the clubhouse.

To manage and co-ordinate the fund raising activities of the club.

To ensure that all social interests of the club membership are considered and represented.

To promote and encourage inter club social events.

To organise and manage social support for events which the club hosts.

To ensure that the social programme and events are adequately communicated to all sections of the club.

To develop and build the Junior social activities.

Treasurer

To represent the financial interests of the members to the management committee.

To ensure proposed expenditure is in line with budgetary allocations.

To record and report the performance of the club bar, its turnover, profit and stock.

To prepare and present for audit the club accounts.

To report to the members at each AGM the club’s financial status.

To manage the club’s Banking, Credit and loan status.

To maintain the club's employment policies and procedures

To supply details of new employees, changes of employee details or employees leaving service to the club's accountants

To pass a monthly wages report to the club's accountants for payroll processing

To monitor the operation of payroll processing by the club's accountants (viz: monthly calculation and payment of Income Tax and National Insurance; end of year tax returns; preparation of P60s, P45s etc)

To present proposals for changes to rates of pay to the management committee for approval

To monitor changes to employment legislation and determine the effect on the club's employment policies and procedures

Secretary

To maintain a record of all committee minutes and ensure that they are published on the official notice board.

To ensure all correspondence is presented to the appropriate officer and replies generated where necessary.

To provide a summary of committee events for the newsletter.

To maintain accurate files of communications by category.

Sailing Secretary

To ensure that all matters involving sailing at the club are organised and supported in the interests of the club and its members.

To co-ordinate the inputs from the keel boat and dinghy representatives to enable a sailing programme to be created and compiled for each season. The sailing calendar is compiled by the Sailing Secretary.

To ensure results are compiled and published throughout the year.  This includes collating and summarising the years sailing results for the annual prize giving.

To ensure the race box is suitably equipped with everything needed to run club races, for example,. race sheets etc.

To organise and maintain the laying of race marks and a range of courses.

To facilitate events where the club is host and co-ordinate responses to visiting class secretaries.

To be a key member of the regatta committee.

To represent the club at FYCA meetings.

Training Officer

To sponsor and encourage training and development on the water through a varied and scheduled programme.

To represent the training interests of the sailing members at all levels.

To promote and communicate training events on and off shore.

To communicate training availability through the publicity officer.

To co-ordinate the communication of all training courses outside the club.

Rescue & Safety Officer

To represent the interests of the sailing members of the club on all matters relating to rescue craft and services.

To ensure adequate rescue cover by allocating the nominees supplied by the dinghy and keel boat representatives to the sailing programme.

To ensure proper provision of mixed and marked fuel for normal use.

To provide scheduled maintenance charts for boat equipment excepting engines.

To maintain allocation and availability of radio safety equipment.

To maintain a schedule of qualified helms and safety qualifications.

To represent the club at local safety and rescue services forums.

To schedule a programme of rescue training for the membership.

Publicity Officer

To co-ordinate all communications from the club officers to its members.

To prepare and collate input for the club newsletter.

To co -ordinate the submission to the Dalgety Bay Diary.

To liaise with Webmaster.

Webmaster

To prepare communications to outside agencies and bodies.

To interface with the local press and Journals.

To co-ordinate communications to other clubs.

To maintain the club website and message board

 Membership Secretary

To maintain and develop the process of membership categories and fees.

To ensure an accurate membership list is maintained.

To organise the communication of membership lapse and renewals.

To manage the process membership request through to acceptance.

To organise new members nights and ensure new members are aware of the rules and facilities of the club.

To ensure the committee is provided with an up to date membership list on a monthly basis.

To liaise with relevant committee members concerning up to date information on member’s specialities, offers of help and changes in boat ownership.

To provide mailing labels for postal communications in line with the current membership lists.

Bar Convenor

To ensure that the management of all matters relating to the day to day running of the club bar and its licence.

To co-ordinate the deployment of staff.

To advise the management committee on all matters relating to the financial, operating and development of the club bar facilities.

To manage acquisition of stock and stock levels within budget and in the interest of the club members.

To interface wit the Brewery and Vending representatives on behalf of the club.

To advise and report on all matters relating the structure and serviceability of the club boats and their engines and their equipment.

To maintain the support equipment and advise on its state of wear.

To present and manage the financial budgets for club boats equipment maintenance and renewals.

To organise and control the deployment of the boat houses, their tools and equipment.

To organise and maintain the grounds of the club in the interests of the club members.

To advise the committee of all remedial work required to fences, hedges, trees, bushes, paths and drives.

To maintain and identify all equipment required to keep the grounds safe.

Assistant Treasurer

To support the day to day management of cash and cheques within the club’s business.

To ensure payment and receipt validation for incidental expenses.

To account, record and prepare bar and cleaning staff wages.

To bank and reconcile the bar, club hire & membership incomes.

To ensure adequate records are tabulated for the Treasurer.

To manage and provide cash floats in accordance with the events calendar.

House Convenor

To ensure that the clubhouse is maintained to the level of repair and functionality to enable the club to perform its activities both sailing and social.

To ensure and inspect the levels of cleanliness delivered by the cleaning staff.

To provide budgetary submissions for renewals and repairs to the non structural fabric of the club house.

To ensure the management of letting of the clubhouse facilities and co-ordinate with the club events calendar.

To maintain the signs and internal furnishings in keeping with the identity of the club.

To publish and maintain the house rules and procedures.

To ensure the galley area is maintained with utensils and cleaning materials.

 Keel Boat Representative

To represent the interests of the keel boat owners and crew within the infrastructure of the club.

To allocate and monitor the use and standards of moorings and mooring space.

To input to the sailing secretary all keel boat events and series for the year book.

To design and communicate suitable courses for keel boat races.

To assist in the design and placement of club marks.

To allocate and monitor the use of the boathouse.

To allocate and control the use of the moorings raft.

To monitor and submit the handicap changes to the sailing secretary.

To allocate appropriately members to cover OOD and rescue duties.

To assist to promote, through the Social Representative, support by the keel boat community for shore base activity.

To promote input from the keel boat members to the club publicity officer.

Dinghy Representative

To represent the interests of the dinghy sailors and crew within the infrastructure of the club.

To allocate and monitor use of dinghy parking space within the grounds.

To design and communicate suitable courses for dinghy races.

To assist in the design, and control the placement of, club marks.

To input to the sailing secretary all dinghy events and series for the year book.

To allocate appropriate members to cover OOD and rescue duties.

To assist to promote, through the Social Representative, support by the dinghy sailing community for shore base activity.

To promote input from the dinghy members to the club publicity officer.

Junior Representative

To represent the interests of the junior members within the infrastructure of the club.

To assist the dinghy representative to formulate courses, events and series suitable for the junior sailing community.

To promote input from the junior members to the club publicity officer.

To help co-ordinate the training of junior members in OOD duties.

To assist in the development of shore based activities for the junior community.

Handicap Officer

To represent the interests of the sailing members ensuring equitable handicap administration at club level.

To represent the club at Scottish and Local forums where handicap returns and decisions are made for keel boats and dinghies.

To present returns to the FYCA, RYA and National level and the end of the sailing year.

To advise the sailing secretary of mid-year handicap adjustments.

To design and maintain a library of class regulations for those boats within the club fleets.

Harbour Master

Allocate and monitor berthing for boats / trailers and other equipment on the grounds.

Allocate and monitor berthing within the tender store / boathouse.

Monitor members activity, applying DBSC Stowage Policy where required.

Report to Mgt Committee upon Parking issues to allow letters to be sent in accordance with Stowage Policy.

Organise / Co-ordinate launching / recovery of yachts at beginning & end of sailing season.

Approve / Point of contact for Harbour use, thus avoiding clashes.

Organise Moorings on the foreshore along with other foreshore movements.

Organise boat / trailer movements on-site.

Organise / Authorise & Monitor use of the tractor.

Organise & Collate left over OR abandoned items of equipment to be sold OR disposed.

Organise the cleaning / upkeep of the slipways. (Party Shared by Groundsman)

Marketing Officer

To procure funding for events, equipment and development in the club.

To identify and pursue opportunities in which the club may be portrayed in a favourable light.

To advise the Management Committee in all areas of Marketing.
